hoping to gain a better understanding of rounds 1-3 of in this case, Bells Beach Pro.

I am a little confused on how this draw works. For example, Davey Cathels won his heat 1 along with Medina. Logically, I was thinking they would both be up against a winner from round 2 but instead they had to surf off against each other.

any thoughts appreciated.
