Darwin port bought buy the Chinese for 99 years

I heard that the Chinese are being somewhat aggressive in the South Chinese Sea and Australia has leased Darwins port for 99 years. I guess if the yanks destroy the reefs that the Chinese have reclaimed they can now park their boats in Darwin. What were they thinking ?
