Seen as though I haven't even seen polar regions waves look anything like that; could it be a low salt concentration contributing to this outcome?

the waves stirrin it up as the water freezes breaks up the ice to a slurry of crystals - like a slushie machine.

A thick one that has a long lasting battery operated electric blanket built inside.
A big crane with a long reach boom on the beach as a secondary back up, ready to hook you out when your heart rate goes thru the roof;)
