July & Aug - Phillipines, Sri Lanka or Indo?

Hey,
My boyfriends a teacher so we can only go for a big trip in the school holidays July/ Aug. We want to go somewhere warm, fairly cheap when you get there with some cool culture. We are both intermediate surfers wanting to avoid big crowds, if possible. We were thinking of the Philippines as we are both keen wakeboarders and there are some good cable parks there if the surf isn't great. But really open to suggestions for best uncrowded, intermediate waves at this time of year. Any advice would be amazing. Thanks!
