Tracks 100th issue centrefold poster

I have located an old black and white centrefold poster from the Tracks 100th issue. Photo taken by Neil Campbell. I am trying to determine who the surfer is and where it was taken. Looks very similar to the classic MP cuttie photo, but my mate reckons it is Wayne Williams at Angourie point. Anyone able to clarify this?
