Why not close all the beaches?

I hope the subject raised some eyebrows. I live about 80ks from a major city, this major city has closed a number of it's beaches. The beaches where I live have been relatively quiet during the recent covid19 situation. Recently the number of surfers in the water has quadrupled. I am not kidding! I understand how it must be to not be able to surf at your home beaches but this influx will only cause our own beaches to close and then do we all just keep migrating? What has happened to the #stayathome movement? I guess the old 80's style tyre slashing and locals only signs are going to come back. *sighs out loud*
