I think the Iron Dome is for defending against short range missiles from neighbouring countries/enemies.
Missiles from further away, such as from Iran, are defended against with a different defense system.

My understanding is that they have broken both international law, the very law that the USA were the main architects in developing after WW2 with the UN as well as their own national law.
