Regarding arrest, the big problem they have had in places like Portland is arrest being made but most charges being dropped or courts just not handing down serious penalty's.

It's similar to here in Australia with radical type protest groups like Extortion rebellion or those groups that raid farms.
They get a slap on the wrist and often the next day they are back out doing exactly the same thing and any cost or fines are paid by the group by crowd funding.
Maybe first offence you can understand this, but there should be a system where repeat offenders are dealt more seriously with each offence.
